You recently took part in a poll as a candidate for the 99% Declaration for a date change in the election and Declaration process. Please be informed that this was only a proposed date change. Ultimately it would have been up to the delegates. We are sure you would want to make an informed vote about the date change. Here is our reasoning... We have approx. 200 candidates....we need 600 more candidates....and have a vote for those delegates in 3 months. Not enough time. We propose using July 4th as delegate election day and the convention to decide the grievances on 9/15-17...the 225th anniversary of the signing of the constitution.

Nancy Marcus Below is the Letter I, and several others, submitted to the 99D Board and Facilitation Committee last week in support of a Proposal to change/extend the date of the Elections and NGA/Ratification:
Fellow Patriots and Supporters of the 99% Declaration,
The effort of the 99% Declaration is predicated upon a fundamental principle upon which this Country was Founded: Participation of the citizenry in the right to Vote and participate directly in our Democracy.
This Proposal is directed toward that end.
We posit that it is not possible to organize and mobilize the electorate participating in the selection of Delegates, AND allow them ample time to have direct input into the direction of the Points for redress, in the framework dictated in the original Declaration, which provides, in part:
THE NINETY-NINE PERCENT OF THE PEOPLE of the UNITED STATES OF AMERICA, in order to form a more perfect Union, by, for and of the People, shall elect and convene a NATIONAL GENERAL ASSEMBLY the week of July 4, 2012 in the City Of Philadelphia to prepare and ratify a PETITION FOR A REDRESS OF GRIEVANCES on behalf of the Ninety-Nine Percent of the People of the United States to be served upon the United States Congress, United States Supreme Court and President of the United States prior to November 6, 2012.
Voter Qualifications and Election of Delegates.
In the Spring of 2012, the People, consisting of all United States citizens and lawful permanent residents who have reached the age of 18, regardless of party affiliation and voter registration status, shall elect two Delegates, one identifying as male and one identifying as female, by direct democratic vote, from each of the existing 435 Congressional Districts, to represent the People at a NATIONAL GENERAL ASSEMBLY. (Emphasis added).
We submit that this effort to give The People a Voice and opportunity to seek Redress is NOT predicated upon doing this on July 4, 2012 in a predetermined way, but rather it is about doing it RIGHT.
The 99D should not be about creating The Event, then worrying about The People coming to it, but rather The People should be put first. After all, that's why we are here.
It is paramount that the impetus for the 99D National GA come FROM the People, not AT them. Education and Outreach must come first. The timing of and call for the drafting Convention, a culmination of an organized exchange we help promote. The conversation about the 99D issues, with the GENERAL GOAL of having a NGA to ratify a document within a defined time frame, but not in less than 6 months from now. The call to a gathering to speak needs to be allowed to arise more organically.
This Proposal provides for a framework which we feel is reasonable and achievable to meet the goals of the 99D, in terms of both Process and Philosophy.
The Delegate candidacy process would and should proceed full speed ahead, with emphasis and dedication directed not only toward a National GA Event in Philadelphia in July, but primarily to the Delegate Candidates and Volunteers being organized as grass roots regional systems, with the first goal to be to EDUCATE the People about the issues and engage them in the Process.
The Delegates MUST connect with their constituents to represent them. This must happen IN A MEANINGFUL WAY. Under the current timeline for the 99D, the emphasis is placed upon the ELECTION. The time for delegates to reach out to their Districts in order to be elected has been the ONLY focus. The PROCESS FOR THE PEOPLE TO HAVE INPUT in the Message to be delivered by their to-be-elected representative Delegate at the National level (at the NGA) has been given short shrift.This is EXACTLY the process we are attempting to change in America. One where the emphasis is on election of representatives, with NO REAL SYSTEM FOR DIRECT INPUT allowing Flow of information and communication between the Representative/Delegate and those they purport to represent, their constituents.
The following Proposal sets forth a timeline and process which will allow that critical exchange to occur. And we submit that it is critical that this exchange occur, in earnest and organically, prior to the NGA, lest the piece of paper agreed upon by the Delegates be rendered meaningless. If the Declaration reflects the will of the Delegates, and not The constituency/People BEHIND THEM, we will have not only sorely failed, but we will have perpetuated the misconception that such a process for direct involvement by The People in National Decision-Making is, in fact, possible.
We must first build a strong Foundation, based in Knowledge, Truth, and participatory Democracy, by building a tangible collaborative system of empowerment that supports those ideals in a real way.
